There Were Enough Lifeboats to Sail, At Least
In the movie, they make it abundantly clear that there weren’t enough lifeboats to save everyone on board. Even Rose does some quick math to determine that to be the case. They correct her and say that they can only save about half, putting the Titanic’s crew in a pretty bad spotlight.
While it’s true that they didn’t have enough lifeboats, it’s not like the Titanic broke any laws. The problem is that the Titanic’s crew kept as few lifeboats on hand as required by law. So, technically, they couldn’t save everyone aboard, but the Titanic was certified OK to depart on its disastrous trip to America.
