It isn’t. And, no, this isn’t a joke. This is an actual photo of police officers riding real water buffaloes in Marajo Island, located in the northern state of Para, Brazil.
The water buffalo is a symbol of the island, and according to some sources, the police employ it for patrols since they can outrun offenders in streams and marshes. Imagine being pursued by a policeman on one of those creatures! We’d instead follow the rules than get into trouble.
